New York City Charter, Rules and Regulations on the Internet

The Law Department has contracted with American Legal Publishing Corporation to host the New York City Charter, the New York City Administrative Code and the Rules of the City of New York on the Internet. This site makes these documents available for anyone to view, print and download at no charge.

The public’s right to know the process of governmental decision-making and to examine the records that lead to those decisions is fundamental to our democracy. Government is the people’s business and the public has a right to see what is done in their name. Whenever possible, an agency should disclose records under this article rather than hide them behind a claim of confidentiality. This section does not preclude an agency from promulgating guidelines regarding the deletion of identifying details or the withholding of information otherwise available under this article in order to prevent unwarranted invasions of privacy.

Lawmaker’s Bills

A bill is a proposal for a new law or a change to an existing one. It can be proposed by a member of Congress during his or her election campaign, or it can be recommended by constituents or groups that represent them. When a bill is introduced, it is assigned to a committee whose members will research and discuss the bill. The staff of the committee then writes a report on the bill, which is sent to the full House or Senate for consideration.

This quarterly publication of the International Law Section brings together news and articles on the latest issues of interest to international law practitioners. It provides an overview of developments in key areas of international law, including economic, environmental and public policy issues, and highlights the work of the Section and its committees.
