When a bill passes through committee in the House, staff members write a committee report explaining the purpose and scope of the legislation and why it is recommended for approval. This is perhaps the most important single element of a bill’s legislative history, and it serves as a vital tool for courts, executive departments, and the public in understanding the intent and meaning of a law. The report must also include a detailed section-by-section analysis that sets forth precisely what each provision is intended to accomplish. If a law repeals or amends existing law, that must also be explained.
Article 290. Purposes of this Article
A state agency may collect personal information on its website only if it is necessary to fulfill the purposes for which the information was collected. The agency may only disclose personal information pertaining to a person as provided in this section, or for the purpose of providing such person with access to that information and opportunity to correct, update or amend the information, if feasible. In order to provide such access, the agency shall comply with the provisions of article two hundred and fifty-five of this title. The agency may obtain the advice of the office of information technology services or such other entities or individuals as it deems appropriate in developing and implementing rules and regulations for compliance with this article.
