The people have the right to know how their government conducts its affairs. The people have a right to review the process by which governmental determinations are made and the records and statistics that are used in making those determinations. Access to this information should not be thwarted by shrouding it in secrecy or confidentiality. This is a fundamental democratic principle. The legislature therefore declares that governmental decisions should be open to public inspection and that the information in the custody or control of any agency shall not be withheld from the public because of the possible discomfort of a person or inconvenience to an organization. The committee on open government may promulgate guidelines regarding the deletion of identifying details or the withholding of certain records otherwise available under this article in order to prevent unwarranted invasions of personal privacy.
